Yes. As of 2026, all petrol private cars must comply with Euro 6c (or equivalent Japan/US standards) for both exhaust and noise emissions. Before shipping, you must obtain an Approval Letter from the Environmental Protection Department (EPD). Hong Kong is a free port with 0% Customs Duty, but the First Registration Tax (FRT) is significant. It is a tiered tax based on the vehicle’s CIF value (Cost, Insurance, and Freight):

If you are importing an Electric Vehicle (EV) and scrap an eligible old private car in Hong Kong, you can enjoy a higher FRT concession of up to HK$172,500 (valid until March 31, 2026). For EVs that do not qualify for the “One-for-One” scheme, the standard tax concession is capped at HK$58,500. Note that EVs with a taxable value exceeding HK$500,000 are not eligible for these concessions.

Once the car arrives, it must be moved to a Transport Department (TD) Vehicle Examination Centre. You will need to present your EPD Approval Letter. After the vehicle passes the safety and roadworthiness inspection, you pay the FRT to the Customs and Excise Department and can then proceed to the Transport Department to receive your Hong Kong license plates.
