Mandatory Importation Costs & Duties
This outlines the financial obligations due upon vehicle clearance in DRC Congo, calculated based on the Cost, Insurance, and Freight (CIF) value.
CUSTOMS DUTIES (DGDA)
Duties are assessed by the Direction Générale des Douanes et Accises (DGDA). A standard rate of 20% applies to most used passenger vehicles, based on the CIF value
VALUE ADDED TAX (TVA)
The standard VAT rate for 2026 is 16% (TVA), applied to the imported vehicle’s total value (CIF + Customs Duties). This tax must be settled before the vehicle is released from the port of entry
PARAFISCAL FEES & OGEFREM
Includes mandatory OGEFREM (Office de Gestion du Fret Multimodal) coverage (0.58% of CIF), FPI (Promotion of Industry Fund) charge, and an OCC (Office Congolais de Contrôle) inspection fee (2% of the FOB value). These fees are required for the Ministry of Transport and Communication.

💡 Crucial Info for DRC Buyers:
- Age Restrictions (2026 Decree): All imported used vehicles (passenger cars, vans, buses, heavy trucks, ambulances, and tankers) must be 15 years old or newer. Agricultural, forestry, and mining tractors are the only exception, allowed up to 20 years old.
- Left-Hand Drive (LHD): While DRC is primarily an LHD market, both LHD and RHD vehicles are officially permitted for import under current regulations.
- Mandatory Inspection: All vehicles must undergo an OCC (Office Congolais de Contrôle) pre-shipment inspection to obtain a Certificate of Conformity and a Clean Report of Findings (CRF) before shipping. Customs may also request a technical inspection certificate issued in Japan, the vehicle registration document, and a legalized transfer deed. We ensure all Japanese paperwork is ready to facilitate this.
- Taxes: Be aware that “Parafiscal” levies are added to standard Customs Duty and VAT. This includes the OGEFREM maritime freight fee (0.58% of CIF) and the FPI industry promotion charge
